摘　　要：中国特色治安治理模式由多重因素影响和决定,文化因素是其中极易被遗忘和被忽略的因素。综治是我国深厚文化内在逻辑的自然呈现和延伸,从“揆平取正”“顺势而为”到“治”与“法”共同的文化基础。文化升华和优化了中国治安治理的基本模式,综治既保留了中国特色,又充分吸收了现代的治理精神。法治精神是综治深厚文化意蕴的组成部分,综治已形成了相对完整的法规体系,铸造了法律主导下的制度体系。正确认识和理性分析社会治安综合治理的文化价值,必将进一步激发中华民族的文化自信。The mode of comprehensive administration of public security with Chinese characteristics is influenced and determined by multiple factors and the cultural factor is the factor that is easily forgotten and ignored.Comprehensive administration of public security is the natural presentation and extension of the inherent logic of China’s profound culture from“leveling and rectifying”,“going with the tide”to“governance”and“law”.Culture has sublimated and optimized the basic model of China’s comprehensive administration of public security with Chinese characteristics and modern governance spirits.The spirit of rule of law is an integral part of the comprehensive cultural connotation of comprehensive administration of public security.Comprehensive administration of public security has formed a relatively complete legal system.Correctly understanding and rationally analyzing the cultural value of comprehensive administration of public security will inevitably further stimulate the cultural confidence of the Chinese nation.
