摘　　要：目的:为进一步推进医疗服务价格改革、建立医疗服务价格动态调整机制提供借鉴和参考。方法:通过文献综述和关键知情人访谈等,对上海市医疗服务价格调整历程进行全面回顾和梳理;同时采用"结构-过程-结果"绩效评价框架,从医疗服务价格调整的制度保障和外部支撑、具体过程和实施步骤、客观结果和长远影响3个方面对上海市医疗服务价格动态调整的做法和经验进行分析。结果:2002年至今,上海市持续推进医疗服务价格调整工作,合计调整医疗服务项目价格6800余项,项目间比价关系趋于合理,医疗收入结构总体趋好。结论:坚持"腾笼换鸟"基本思路,持续推进医疗服务价格调整;合理调整医疗服务项目价格,正确发挥价格导向作用;构建医疗服务价格调整绩效评估指标,推动建立健全医疗服务价格动态调整机制。Objective:To provide references and recommendations to impel the medical service price adjustment mechanism and reform of medical service prices in China.Methods:The whole process of medical service price adjusting policy in Shanghai was reviewed and experiences of dynamic adjustment on medical service price were analyzed from the aspects based on the structureprocess-results framework:external support system,implementation step,direct results and long-term effect.Results:Shanghai had been promoting medical service price adjustment since 2002 and more than 6800 medical services’price had been adjusted,which resulted in a more reasonable price relations and a more balanced structure of medical income.Conclusion:It needed to continuously promote medical service price adjustment,make full use of price guidance and construct performance evaluation index system for the mechanism of price dynamic adjustment.
