摘　　要：欧洲安全与合作组织是一定意义上超越传统主权国家边界的区域性国家联合组织,其调处区域内民族问题的机制是少数民族问题高级专员(制度)。作为欧洲安全与合作组织内的一个预防民族冲突、维护少数人权益的专门机构,少数民族问题高级专员化解了不少欧安地区成员国之间或相关国家内部的少数民族问题,对维护欧安地区的和平与稳定发挥着特殊的作用。从民族事务调处的视角来看,区域督导、防范冲突是其主要特征。The Organization for Security and Co-operation in Europe(OSCE) is a regional organization of states that transcends the boundaries oftraditional sovereign states in a certain sense. Its mechanism for mediating national minoritiesissues in the region is the High Commissioner onNational Minorities. As a special agency within the OSCE to prevent ethnic conflicts and safeguard the rights and interests of national minorities, the High Commissioner onNational Minorities has resolved many national minoritiesissues within orbetween the participating states and played a special role in maintaining peace and stability in the OSCE region.From the perspective of national minorities mediation, regional supervision and conflict prevention are its main characteristics.
