摘　　要：矿产资源是经济社会发展的重要物质基础。改革开放以来,我国矿产资源开发为经济社会发展做出了突出贡献。当前,重庆在绿色矿山建设上普遍存在着达标数量偏少、建设标准和考评体系不健全、配套激励政策及激励机制不完善、企业主体积极主动性不足、职能部门协调机制不完善等问题。要想更好地推进重庆市绿色矿山建设,必须有针对性地推行包括规范准入,完善配套政策和建立长效沟通协调机制,建立健全分地区、分行业、分规模、分效益的差异化建设标准和评价体系,加快示范区建设,设立专户计提发展基金,建立动态绿色矿山征信库等措施,来统筹兼顾推进绿色矿山的建设,实现资源、经济、环境、社会的统一协调发展。Mineral resources are an important material basis for economic and social development.Since the reform and opening up,China's mineral resources development has made outstanding contributions to economic and social development.At present,Chongqing's green mine construction generally have problems such as small number in meeting standards,inadequate construction standards and evaluation systems,incomplete supporting incentive policies and incentive mechanisms,insufficient corporate initiative,and inadequate coordination mechanisms among functional departments.In order to better promote Chongqing's green mine construction,it is necessary to implement targeted standard access,improve supporting policies and establish a long-term communication and coordination mechanism,establish and improve the differentiated construction standards and evaluation systems by region,industry,scale and efficiency,speed up the construction of demonstration areas,set up special account accrual and development funds,establish a dynamic green mine credit database,so as to coordinate and promote the green mine construction,and achieve a unified and coordinated development of resources,economy,environment,and society.
