摘　　要：警察违法违纪行为,实质上是一种“反生态”行为,该行为一旦发生,就必然对警察生态系统造成严重损伤。由于警察作为生物有机体,易受到“恶性环境”的影响;警察作为行政生态系统构成要素,易受到某个链环“失灵”的影响;警察作为“类本能”的存在,易受到“物欲”“色欲”“权欲”的影响,导致权力运行生态链出现阻断,从而引发警察违法违纪行为发生。而防治警察违法违纪行为发生的根本对策在于:从去“恶性环境”净化社会生态,减少警察个体“越轨”的诱因;去“单打一”,强化“多管齐下”,推动警察组织生态进化;去“动物性”、自利性,强化崇高性,增强警察个体的责任感等三个层面入手构建警察权力运行的生态法则。The violation of law and discipline by the police is in essence an“anti-ecological”act,and once the act occurs,it will inevitably cause serious damage to the police ecosystem.As a biological organism,the police are vulnerable to the“vicious environment”;The police,as the constituent element of the administrative ecosystem,are vulnerable to the“failure”of a certain chain.The existence of the police as a“class instinct”is easily affected by“material desire”,“lust”and“power desire”,which leads to the blocking of the ecological chain of power operation,resulting in the occurrence of violation of laws and regulations by the police.The basic countermeasures to prevent and control the occurrence of violations of law and discipline by the police are:purifying the social ecology from the“vicious environment”and reduce the incentive for individual police officers to“out of track”;instead of“single one”,strengthening the“multi-pronged”to promote the ecological evolution of police organizations;reducing“animal nature”,self-interest,strengthening reverence,enhancing police individual responsibility and other three levels to build the ecological law of police power operation.
