公民出入境管理的两种模式及其转换

摘　　要：公民出入境管理模式存在管制型和自由型两种。管制型出入境管理模式以维护阶级统治为目的,对公民出入境活动实行严格管制;自由型出入境管理模式以保障公民出入境自由权为目的,主张公民享有自由出入境的权利。我国现代出入境管理模式的发展过程是从管制型向自由型出入境管理模式逐步转变的过程。我国目前已经处在自由型出入境管理模式之中,但还存在诸多问题,必须予以进一步完善。There are two types of citizen entry and exit management modes:control type and freedom type.The controlled mode of entry and exit management aims at maintaining class rule and implements strict control on citizens’entry and exit activities.The free entry and exit management mode aims at guaranteeing citizens’freedom of entry and exit,and advocates that citizens enjoy the right to free entry and exit.The development of the modern immigration management model in China is a process of gradual transformation from the control model to the free immigration management model.At present,China is already in the mode of free entry and exit management,but there are still many problems,which must be further improved.
