江阴市村级医疗互助新模式研究

摘　　要：江阴市在基本医保基础上,通过共建共享、民主协商、民主决策、民主监督、超支兜底风险保障等五大机制形成了"政府引导、村委主办、社会共建、村民共享、平台服务"的村级医疗互助,创新了社会大救助模式,完善了多层次社会保障体系,有效规避因病致贫、因病返贫的风险,助推乡村振兴发展。On the basis of basic medical insurance, Jiangyin city has formed village-level medical assistance, which is "guided by the government, sponsored by the village committee, jointly built by the society, shared by the villagers and served by the platform", through five major mechanisms, namely, co-construction and sharing, democratic consultation, democratic decision-making, democratic supervision, and risk protection for overspending. It has created a large social assistance model, improved a multi-level social security system, effectively avoided the risks of poverty due to illness and returning to poverty due to illness, and promoted the revitalization and development of villages.
