总体国家安全观下的平安乡村建设理论基础、路径与体系

摘　　要：总体国家安全观、乡村振兴战略是党的十八大以来我国对社会治理认识的重要理论成果,而平安建设则是公安机关承担的重大历史使命,将其结合起来探讨平安乡村建设是当前我国社会主义新农村建设的重要课题。在分析前两者对于平安乡村建设理论指导意义的基础上,结合当前农村公安改革的创新和实践,提出共建、共治、共享的具体建设路径,并对平安乡村建设主体及相关机制之间的关系进行了优化与再设计。The overall national security concept and rural revitalization strategy which are important theoretical achievements of social governance since the 18 th National Congress of the Communist Party of China,and the safety construction is a major historical mission that the public security organs must undertake responsibility for our country,combining them to discuss the safety rural village construction that is an important issue of new socialist countryside construction.Based on the significant theoretical guidance value analysis of first two theories in the safety rural village construction,combining with the current innovation practice of rural public security reform,we should put forward the specific construction paths of co-construction,co-governance and sharing,but also optimize and redesign the relationship between the subjects and related mechanisms of safety rural village construction.
