《警衔条例》再修订的若干思考

摘　　要：《警衔条例》的修订有助于为警务管理立法奠定坚实基础,影响深远,意义重大。修订工作应当在认真学习中央文件和法律法规、深入调研论证的基础上,按照"1234"的思路,坚持以习近平新时代中国特色主义思想为指导,坚持内外两条工作主线合力推进,坚持依法修订、问题导向、突出职业特点三项原则,聚焦衔级设置最优化、激励功能最强化、运转程序最简化、改革红利最大化四类重点问题,形成一套科学性、前瞻性、针对性和可操作性强的解决方案。The revision of The Regulation of Police Ranks,which will exert a far-reaching influence and be of great importance,will lay a solid foundation for the legislation of police administration.And it should be conducted on the principles of"1-2-3-4",which are put forward after the thorough study of the documents issued by the Central Committee of the Party and the existing laws and regulations and the deep research and argument.Among the principles mentioned above,the"1"principle means that the revision should be conducted in accordance with Xi Jinping’s thought on socialism with Chinese characteristics for a new era.The"2"principle means that the following two aspects,namely,the internal part and the external part of police work should be taken into account in the revision process and be coordinated together effectively.The"3"principle means that the revision of The Regulation of Police Ranks should meet the following three standards,namely,being consistent with current laws,being problem-oriented and being modified with sharp professional features.The"4"principle means that the following four key issues should be focused on in the revision process,including the optimization of the establishment of police ranks,the strongest intensification of the motivational function of police ranks,the simplification of its operational procedures and the maximization of the bonus resulting from reforms.
