摘　　要：动物卫生防护距离是动物防疫条件审查的重点内容,也是践行动物疫病预防为主的重要举措。本文对《动物防疫条件审查办法》中有关“防护距离”的设定进行了分析,指出其在科学性和可操作性、认定和处理及受法律保护程度等方面存在问题,由此提示在实践中应当科学制定“动物防疫条件”,建立政府部门间协同管理机制,完善法规有关内容,以期为优化动物防疫条件管理措施提供支持。As a key content during the examination of animal disease prevention conditions,“protective distance”also plays an important role in implementing the measure of“putting prevention first”.In this paper,the“protective distance”specified in Measures for the Examination of Animal Disease Prevention Conditions was analyzed.From the aspects of scientificity and operability,identification and arrangement and the degree of legal protection,some existing problems were put forward,then some suggestions were given,including scientifically defining the“animal disease prevention conditions”in real practice,establishing the collaborative management mechanism among government departments and improving relevant laws and regulations,hoping to support the optimization of all management measures for animal disease prevention conditions.
