摘 要:在乡村人居环境总体得到改善的同时,农用地内部不合理的种植用地、养殖用地布局造成了农业面源污染,对乡村生态环境造成了破坏。本文首先分析种植、养殖用地空间布局与农业面源污染的关系,基于"种养结合"理念和要求,提出"以种定养、匹配用地规模-种养结合、优化空间布局-退养还种、细化实施路径"的农用地空间优化方法。之后,以上海市浦东新区为例,对农用地内部空间布局优化中所涉及的城市发展要素、环保防疫要素、环境承载要素、实施治理要素进行研究,探讨通过优化种植用地、养殖用地空间布局减少农业面源污染的对策。Although the rural human settlements environment has been improved in whole, the agricultural non-point source pollution has been caused by the unreasonable planting land and breeding land layout in the agricultural land, which had damaged the rural ecological environment. The relationship between the spatial layout of planting and breeding land and the cause of agricultural non-point source pollution is studied in this paper. Based on the concept and requirements of combining planting and breeding, the paper puts forward the optimization method of agricultural lands, that is, "matching the scale of breeding land according to the scale of the farming land, combing the breeding the farming to optimize the spatial layout, returning the breeding land to farming land and refining the implementation path". Taking Pudong New District in Shanghai as an example, this paper studies various factors such as urban development, sanitation and epidemic prevention, environmental carrying elements and governance elements involved in the optimization of internal spatial layout of agricultural lands, and explores the countermeasures to optimize the spatial layout of farming and breeding land and reduce the agricultural non-point source pollution.
