摘　　要：公路监理人员的职业信用是其参与交通建设市场公平竞争、为项目实施活动提供优质服务的立足之本。自管模式的推行对公路监理人员的职业信用提出了更高要求。为此,须建立“宏观、中观、微观三位一体”的能动监管机制:着眼宏观,统筹谋划公路监理人员职业信用监管措施顶层设计;着意中观,大力推动公路监理人员职业信用监管措施有效实施;着力微观,扎实推进公路监理人员职业信用监管措施全面落实。监管体系的建立是建筑市场信用管理体系的重要组成部分,能够推进监理行业信用体系建设,促进全社会信用体系的逐步完善。The professional credit of highway supervisors is foundation for them to participate in fair competition of traffic construction market and provide high-quality services for project implementation.The implementation of self-management mode puts forward higher requirements for professional credit of highway supervisors.Therefore,it is necessary to establish an active supervision mechanism of“macro,meso and micro integration”:focus on the macro,plan the top-level design of supervision measures for professional credit of highway supervisors as a whole;focus on the meso,vigorously promote effective implementation of supervision measures for professional credit of highway supervisors;focus on micro,solidly promote full implementation of supervision measures for professional credit of highway supervisors.The establishment of supervision system is an important part of construction market credit management system,which can promote construction of supervision industry credit system and promote gradual improvement of whole social credit system.
