摘　　要：工业生产的清洁性评估机制已经在各行业中得到了施行,然而在造纸业中,国家只对传统重污染型造纸行业进行了法规的明文规定,废纸制浆造纸业中利用废纸来制造纸浆然后再制造成品纸的工艺流程,由于划分不明确,很多学者关于其划为废品回收利用还是纸制品成品制造存在争议,因此至今还没有相关的法案条例来对废纸制浆造纸业进行明确的规定。本文主要对废纸制浆造纸业清洁生产评价体系的建立进行了探讨,希望对当今废纸制浆造纸业相关企业生产工艺的提高有一定的指导意义。The clean performance evaluation mechanism for industrial production has been implemented in various industries.However,in the paper industry,the state only stipulates the regulations for the traditional heavy pollution papermaking industry.Waste paper is used in the waste paper pulping and papermaking industry.The process of manufacturing pulp and then making finished papers is unclear.Many scholars have disputes about whether they are classified as waste recycling or finished paper products.Therefore,there are no relevant regulations to deal with the waste paper pulp and paper industry.Clear regulations.This paper mainly discusses the establishment of the clean production evaluation system of waste paper pulping and papermaking industry,and hopes to have certain guiding significance for the improvement of the production technology of related enterprises in the waste paper pulping and papermaking industry.
