摘　　要：我国当前已经开始重视生态环境的建设,并借鉴境外的优秀经验,建成了排污权交易和排污许可证制度,规范相关单位和企业的排污模式。基于对这两项制度研究现状的分析和了解,本文指出了当前制度运用中的问题,并在此基础上提出这两项制度今后的应用方法,以建成更为高效稳定的企业或单位的排污管理模式。China has begun to pay attention to the construction of ecological environment,and draws on the excellent experience of overseas countries,has established a system of emission trading and discharge permits,and regulates the sewage discharge mode of relevant units and enterprises.Based on the analysis and understanding of the current research status of these two systems,this paper points out the problems in the current system application,and on this basis,proposes the future application methods of these two systems to build a more efficient and stable enterprise or unit of sewage.Management mode.
