回归20年澳门特区政府管治的成功经验

摘　　要：回归以来,澳门特区政府在成功实践“一国两制”过程中形成了具有澳门特色的政府管治模式:坚持行政主导,形成配合为主、兼顾制约的立法行政关系;坚持以民为本,与居民共享经济发展成果,不断提升各项社会援助和民生福利的水平;坚持公众咨询,形成通畅的政府与社会双向沟通机制,为公共政策的制定和执行提供了广泛的民意基础;坚持合作治理,政府与社团形成双赢合作模式,社团帮助政府承担大量的社会服务工作,同时代表居民表达诉求,监督政府施政,搭建政府与社会沟通的桥梁,化解了很多社会矛盾。Since its return,the Macao SAR government has successfully practiced“One country,Two systems”and formed a governance model with Macao’s characteristics.By adhering to the leading role of administration,it has formed a legislative-administrative relationship focusing on coordination and balance.People-oriented,it shares the success of economic development with residents,and continuously improves the level of social assistance and public welfare.Valuing public consultation,it forms an unimpeded two-way communication mechanism with the people,which provides a broad basis of public opinion for policy making and implementation.As to cooperative governance,it has built a win-win partnership with social groups which deliver a large number of social services for the government,supervises the government on behalf of the residents,acts as a bridge between the government and the people,and helps resolve many social contradictions.
