海南自由贸易试验区建设及“多规合一”总体规划背景下海南产业发展新思考  

Thoughts on the Industry Development in Hainan Province under the Background of Hainan Free Trade Zone and "Multiple Planning Integration"

摘　　要：海南由于区位和资源具有特殊性,其发展定位有别于目前中国其他自贸区。一直以来,海南凭借得天独厚的生态资源闻名内外,但随着经济发展,海岸线破坏、水污染、违法建设等诸多问题逐渐突显,给生态环境带来严重挑战。经济发展不能以牺牲环境为代价。为践行"绿水青山就是金山银山"理念,党中央已明确海南自贸区建设背景下三大主导产业为旅游业、现代服务业和高新技术产业。同时,为在发展中严守生态底线和资源开发上限,解决全省各类规划间"打架"问题,经党中央同意,海南省大力推行"多规合一"改革,为自贸区建设创造条件。因此,海南未来产业发展,应立足自由贸易区建设,结合全省"多规合一"总体规划布局策划,确保获得良好经济社会效益的同时减少生态环境破坏。The construction of Hainan free trade zone was approved by XI Jinping President. Because the special position and resources in Hainan,its development position was different from other free trade zones in China.In the recent years,Hainan province was famous as its rich ecological resources,but with the fast develop of economy, the coastline destruction, water pollution and illegal construction became more serious,this caused huge damage to the environment. In order to practice the idea of "beautiful scenery is the gold and silver mine",the three main industries of Hainan were determined as "tourism, modern service industry and high technology industry" by Party Central Committee.In order to comply rules of resources limitation and reasonable planning,the "Multiple Planning Integration" was practiced in Hainan.So, the future industry development of Hainan should combined with the "Multiple Planning Integration" in order to achieve more economic benefits and protect environment.
