摘  要:通过分析高校评审专家准入、评审专业分类、使用抽取、考核监督等方面存在的问题,结合高校评审专家资源的人才层次、数量规模、学科分布、行为特征等行业特性,提出从增强专家荣誉感、创新优化业务培训模式、构建兼容多标准,支持多维度的智能生长专业分类模型、建立资格年检制度等方面入手,实现优化管理与优质服务之目标的工作建议.并论述了建立“全国高校专家共享网”的必要性和可行性,通过统一规范数据标准,建立校际专家资源共享机制、智能抽取和高效通知业务系统等保障措施建设,按照从同城共享、到省市区域共享,最终实现全国共享的路径,推动全国高校专家共享工作.Based on the analysis of the problems existing in the admission of evaluation experts,the classification of evaluation majors,the use and extraction of evaluation experts,and the inspection and supervision,and in the light of the characteristics of the talent level,quantity scale,subject distribution and behavior of evaluation experts in universities,this paper puts forward some suggestions on optimizing management and quality service,including enhancing the sense of honor of experts,innovating and optimizing the business training mode,constructing compatible multi-criteria professional classification model to support multi-dimensional intelligent growth,and establishing annual qualification inspection system and so on.This paper expounds the necessity and feasibility of establishing"national expert sharing network of colleges and universities"to promote the work of sharing university experts across the country by unifying and standardizing data standards,establishing inter-university expert resource sharing mechanism,building intelligent extraction and efficient notification business system and other guarantee measures,and complying with the path from sharing in the same city to regional sharing in provinces and municipalities,and ultimately national sharing.
