难民危机背景下欧盟一体化边防管理存在的问题研究

摘　　要：2015年爆发的难民危机大大改变了欧盟的边防环境,使得欧盟一体化边防管理面临严峻挑战。大量难民涌入欧盟以及在欧盟内部无序流动的现实,促进我们反思欧盟一体化边防管理存在的不足。欧盟一体化边防管理的主要任务是维护欧盟边防安全,而大量难民涌入欧盟首先严重影响了欧盟的边防安全,因此如何提升欧盟一体化边防管理的效率和质量,有效应对难民问题成为当务之急。从欧盟一体化边防管理的政府间属性、责任共担、难民政策、欧盟边境与海岸警卫局的独立行动能力较弱和活动范围有限等五个方面分析欧盟一体化边防管理中存在的问题,提出要从根本上解决问题,必须从其本身设计着手。The refugee crisis erupted in 2015 has greatly changed the border environment of the EU,which brings EU’s integrated border management a severe challenge.The large influx of refugees into EU and their disorderly flow within the EU make us think of the problems existing in EU’s integrated border management.The main task of EU’s integrated border management is to maintain the border security of the EU.The flood of refugees into the EU has seriously affected the border security of the EU.Therefore,how to protect EU border effectively and deal with the refugee problem has become a top priority.This paper analyzes the problems existing in the EU’s integrated border management from following aspects:intergovernmental nature of integrated border management,burden sharing,refugee policy,EU Border Defense Bureau’s poor independent action capability and limited scope of activities.To fundamentally solve the problems existing in the EU’s integrated border management,it is necessary to initiate on its own design.
