摘 要:作为一项精准扶贫的有力举措,"农村三变"实践不仅在经济上实现了资源的优化重组、生产力的极大解放,更是承担了社会福利体系的部分保障功能。区别于传统农村社会福利的物质和服务供给,"农村三变"着力于发展机会的提供,是一种机会型福利模式。这种"企业牵头,政府兜底"的机会型福利模式必须防范市场风险、监管风险、矛盾风险和信任风险。因此,要明确机会型福利路径下的主体责任:政府的兜底作用是底线;企业的龙头作用是动力;合作社的组织作用是保证;个体的积极参与是基础。As a powerful measure of precise poverty alleviation, the practice of "Three Changes in Rural Areas" not only realizes the economic function of optimization and restructuring resources, liberating productive forces, but also undertakes part of the functions of social welfare system. Different from the material and service supply of traditional rural social welfare, the "Three Changes in Rural Areas" focuses on the provision of development opportunities, which is an opportunistic welfare model. This "enterprise-led, government-backed" opportunistic welfare model must guard against market risk, regulatory risk, contradiction risk, and trust risk. Therefore, we should clarify the main responsibility under the path of opportunistic welfare: the bottom line is the role of the government;the leading role of enterprises is the motive force;the organizational role of cooperatives is the guarantee;and the active participation of individuals is the basis.
