摘　　要：中美贸易战本质上是美国为阻止中国崛起而发动的科技战。增强科技创新实力,提高经济发展质量是我国打赢贸易战的根本手段。党中央提出的"五大发展理念"为我国经济高质量发展指明了方向。文章在分析"五大发展理念"内涵的基础上,构建了经济高质量发展评价指标体系。运用灰色系统理论,对2017年我国经济增长排名前15的省市相关数据进行实证分析。结果表明,现阶段我国创新发展对协调发展的推动作用最强,对绿色发展的推动作用最弱。在剖析原因的基础上,提出了深化科技体制改革,优化创新生态系统;强化创新市场导向,建立政产学研合作新机制;加强知识产权创造和保护,深度嵌入全球创新网络等相关建议。The Sino-US trade war is essentially a technological war launched by the United States to prevent the rise of China.Enhancing the strength of scientific and technological innovation and improving the quality of economic development are the fundamental means for China to win the trade war. The"Five Development Concepts"put forward by the CPC Central Committee points out the direction for the high-quality development of China’s economy. Based on the analysis of"Five Development Concepts",the evaluation index system of high-quality economic development is constructed in the paper. Based on the grey system theory,the relevant data of the top 15 provinces and cities in China’s economic growth in 2017 are analyzed. The results show that at current stage,innovation development has the strongest role in promoting coordinated development,but the weakest role in promoting green development. Based on the analysis of the reasons,some suggestions are put forward,including deepening the reform of science and technology system,optimizing innovation ecosystem,strengthening innovation market orientation,establishing a new mechanism of Government-IndustryUniversity-Research cooperation,strengthening the creation and protection of intellectual property rights,and deeply embedding in the global innovation network.
