土地供应结构与产业结构高级化的互动关系——基于动态联立方程模型

摘　　要：[目的/意义]随着供给侧结构性改革的深入推进,我国产业结构的优化和调整对土地供应结构提出了新的要求,地方政府也可借助土地供应政策来引导城市产业发展迈向中高端水平。[方法/过程]本文基于70个大中城市2003年到2016年面板数据构建动态联立方程模型,利用系统广义矩估计方法实证分析土地供应结构与产业结构高级化之间的关系。[结果/结论]研究发现:土地供应结构与产业结构高级化之间存在互动关系。其中,产业结构高级化与工业用地供应结构和商服用地供应结构之间分别存在双向抑制关系和双向促进关系,这两种关系在东部城市表现更为明显,而住宅用地供应结构在中、东、西部地区与产业结构高级化之间均不存在明显相关关系。因此,我们可以通过完善土地供应结构来促进产业结构高级化发展,同时可以在产业导向型地区明确土地需求变化,进而改善土地供应结构。[Purpose/Meaning]With the further reform of the supply-side structure,the optimization and adjustment of China's industrial structure puts new demands on the land supply structure,and the government will also use the land supply policy to guide the development of urban industry to the high-end level.[Method/Process]Based on the panel data of 70 large and medium-sized cities from 2003 to 2016,this paper constructs a dynamic simultaneous equation model and empirically analyzes the relationship between land supply structure and industrial structure advancedization by using the system generalized moment estimation method.[Results/Conclusions]The study finds that there is an interaction between the land supply structure and the industrial structure,in which there exists a two-way restraint relationship between the industrial structure and the industrial land supply structure,and a two-way accelerating relationship between the supply structure and the commercial supply structure.These two relationships are more obvious in eastern cities,but the correlationis not so obvious between the residential land supply structure in the middle,east and west regions and the industrial structure.Therefore,improving the land supply structure can promote the advanced development of the industrial structure;and at the same time,clarify the changes in land demand in the industrial-oriented areas,and thus improve the land supply structure.
