农业生产条件差异化前提下的省际财政资金支农效率评价

摘　　要：科学评价省际财政资金支农效率,是推进涉农资金统筹整合和开展相关政策设计的前提。本文利用31个省(市、区)2007-2017年的面板数据,在充分考虑地区间农业生产条件差异化的基础上,将样本省份进行排序归类,对于农业生产条件接近的省份利用数据包络分析法和Malmquist指数法进行了实证检验。研究发现,农业生产条件相对较好的省份财政资金支农效率呈降低趋势,农业生产条件相对较差的省份财政资金支农效率有所提升。因此,有必要继续加大对农业生产条件相对较差省份的支农财政性投入力度,进一步促进其农业发展。Scientific evaluation on the efficiency of inter-provincial financial funds supporting agriculture is the premise of promoting the overall integration of agricultural fiscal funds and carrying out relevant policy design.Based on the panel data of 31 provinces from 2007 to 2017,considering the differences of agricultural production conditions among regions,the sample provinces were sorted and classified in this paper,and data envelopment analysis(DEA)and Malmquist index method were used to test the provinces with similar agricultural production conditions.The study found that the efficiency of financial funds supporting agriculture in the provinces with relatively better agricultural production conditions was lower,while that with relatively poor agricultural production conditions was improved.Therefore,it was necessary to continue to increase financial investment in supporting agriculture in provinces with relatively poor agricultural production conditions to further promote the agricultural development in these areas.
