中国大学科技园发展模式转变研究——基于北京、上海、武汉等多地大学科技园调查及中外比较分析

摘　　要：在创新驱动发展战略作为国家主导战略的背景下,大学科技园本应成为科技成果转化、创新人才培育、创新集群发展的主阵地,却尚未发挥出其应有的作用。在对大学科技园广泛深入调研的基础上,提出中国大学科技园发展模式转变及其研究的必要性,分析实际调研中发现的大学科技园发展存在的突出问题,探讨发达国家科技园的发展模式,并重点分析瑞典KISTA科学城和武汉大学科技园的特色及成效,进而有针对性地研究提出中国大学科技园发展模式应从基于创业链的孵化器及产业集群向基于创新链的创新集群转变,再进一步由区域发展中的创新集群向国家战略发展中的创新极演化。Under the background of taking innovation-driven strategy as the nationally dominant strategy, the university science and technology park should have become the main front for the transformation of scientific and technological achievements, the cultivation of innovative talents, and the development of innovative clusters, but it has not yet played its due role. On the basis of extensive and in-depth researches on university science parks, this paper puts forward the necessity of the research and transformation of Chinese university science park development model, analyzes the outstanding problems of university science parks discovered in empirical researches, and probes into the development mode of the science and technology park in developed countries, also focuses on the characteristics and effectiveness of the development model of Swedish KISTA Science City and Wuhan University Science Park. Furthermore, the paper points out that the development model of Chinese university science and technology park should change from incubator and industrial cluster based on entrepreneurial chain to innovation cluster based on innovation chain, and then evolve from innovation cluster in regional development to innovation pole in national strategic development.
