摘 要:跨域环境治理领域内的多元主体共建共享机制能否以及如何构建是一个备受关注的话题。在审视跨域环境治理特性的基础上,回答为什么要构建多元主体共建共享机制的问题;根据过程分析理论的有关结论,解析跨域环境治理的流程与环节,回应如何构建多元主体共建共享机制的问题。研究启示:通过多元主体共建共享机制的设计,达成政府、市场、社会团体和公众在内的多元主体合作共治,是实现区域环境公共利益最大化的重要途径。The issue that whether multi-subject development and shared progress is appropriate for inter-regional environment governance and how these can be achieved has received great attention. First, based on the analysis of the characteristics of inter-regional environment governance, this paper explains why it is necessary to pursue multisubject development and shared progress in inter-regional environment governance. Second, based on a process theory of public policy, the paper develops a framework of the mechanism of multi-subject development and shared progress in inter-regional environment governance, which highlights the participation of the agents of government, market, social groups and public in the overall process of inter-regional environment governance. It suggests that the primary approach to maximize public interest, which is regarded as the goal of inter-regional environment governance, is to establish a mechanism of multi-subject development and shared progress.
