摘  要:在国家节约资源和保护环境基本国策的指引下,环境保护投资作为环境基本公共服务的重要组成,为有效改善环境污染问题、促进经济社会可持续发展提供支撑。从经济、社会和环境3个维度建立投入产出指标体系,以3个阶段数据包络分析(DEA)模型对我国31个省、自治区、直辖市2016年的环境保护投资效率进行研究,通过SFA回归分析剔除环境因素和随机变量的影响,测算的效率值真实可信。研究结果显示,我国环境保护投资综合技术效率仅为0.74,效率偏低,有较大提升空间;经济、社会和产业结构因素对环境保护投资效率产生显著影响;除位于效率前沿的省份外,多数省份处于规模收益递减,仅6个省份规模收益递增;从纯技术效率和规模效率分类来看,多数省份处于"低-高型"象限,即纯技术效率较低而规模效率较高。Under the guidance of the national policy of saving resources and protecting environment, investment in environmental protection, as an important component of basic public environmental services, provides support for effectively improving environmental pollution problems and promoting sustainable economic and social development. In this paper, the input-output index system is established from three dimensions which are economy, society and environment. The three-stage DEA(data envelopment analysis)model is used to study the investment efficiency of environmental protection of 31 provinces, autonomous regions and municipalities(excluding Hong Kong, Macao and Taiwan) directly under the central government in 2016. Through SFA regression analysis, the influences of environmental factors and random variables are removed, and the calculated efficiency values are more authentic. The research results show that: the comprehensive technical efficiency of environmental protection investment in China is only 0.740, which is low and has great room for improvement. Economic, social and industrial structural factors have significant impacts on the efficiency of investment in environmental protection. Except for the provinces located at the frontier of efficiency, most of them are in decreasing returns to scale, and only 6 provinces have increasing returns to scale. According to the classification of pure technical efficiency and scale efficiency, pure technical efficiency is low while scale efficiency is high in most provinces.
