摘　　要：为研究中药科技型企业的知识产权创新效率,以高新技术企业为研究对象,对2017年广东省中药高新技术企业的知识产权创新效率进行静态评价。运用DEA模型对90家广东省中药高企从每家企业及不同规模两个维度进行综合效率、纯技术效率、规模效率及规模效益分析。结果表明,全省有70%的中药高企综合效率不能保持在1的水平,有50%的中药高企纯技术效率达不到1,有21%的中药高企规模收益处于递减状态;大型中药高企效率平稳,中型中药高企处于迅速发展阶段,小型中药高企仍处于起步阶段。为了提高以高企为代表的中药科技型企业知识产权质量,应该精简中药研发费用,重视企业中药研发软实力如中药知识产权数据库等方面的建设;建立中药"技术-知识产权"联盟,以形成中药关键技术专利池;将中药企业知识产权管理工作深化、常态化。The study has evaluated the innovation efficiency of intellectual property of Chinese herb’s technological enterprises in Guangdong in 2017. Using DEA model, the paper analyzes the comprehensive efficiency, technical efficiency, scale efficiency and scale benefit of 90 Chinese herb’s technological enterprises which are still on register in Guangdong from two perspectives of each enterprise and different scale. In Guangdong province, 70% of the comprehensive efficiency of Chinese herb’s enterprises can not be maintained at the level of 1;50% of the technical efficiency of Chinese herb’s enterprises is less than 1, and 21% of the scale benefit of Chinese herb’s enterprises is in a decreasing state. Moreover, the large Chinese herb’s technological enterprises have a steady efficiency, while the medium ones are at the stage of rapid development, and the small ones are still at their early stage. So as to improve the quality of intellectual property rights of traditional Chinese medicine enterprises, simplify R&D expenses, attach great importance to the enterprises’ soft power of research and development such as constructing intellectual property database of Chinese herb, establishing the alliance of "technology and intellectual property rights" of Chinese herb in order to form the patent pool of its key technologies, deepen and normalize the management of intellectual property rights of traditional Chinese medicine should be in consideration.
