论法治视野下学位评定委员会职责的变革——兼论《学位条例》的修改

摘　　要：当下,学位授予单位的学位评定委员会肩负着对学术问题进行实质性审查的职责。然而,随着学位人数的飞速增长以及学科专业的日益细化等,这种实质性审查的职责定位已经越来越难以适应现实的需求。必须变革学位评定委员会的职责,由微观的实质性审查变革为宏观监督管理以及学位纠纷解决的职责,而将微观的职责交由学位分委员会以及答辩委员会。要对《学位条例》作出适时修改,适时变革学位评定委员会的职责,优化学位评定委员会的决策方式,以更好发挥学位评定委员会的作用。The Degrees Assessment Committee is now tasked with substantive review of academic issues. However, with the rapid increase in the number of students and the increasing refinement of subject majors, the way of substantive review has become more and more difficult to meet the actual needs. The responsibilities of the Degrees Assessment Committee must be altered from micro-substantive review to macro-supervision and dispute resolution. And the microscopic responsibilities could be assigned to the degree sub-committee and the dissertation defense committee. The Degrees Ordinance should be amended, and the decision-making methods of the Degrees Assessment Committee should be optimized.
