我国油气管道安全管理体系探索及分析

摘　　要：近年来,我国进入油气管道建设的高峰期,油气输送当量年年递增,新建和新投产管道尚未进入成熟运营期。同时,早期建设的东北原油管道进入老龄化阶段,我们所面临的管道安全管理问题空前严峻。文章剖析我国油气管道安全管理的现状及影响因素,通过与国外发达国家的安全管理进行对比,找出存在的不足,并以此探索行之有效的提升我国油气管道安全管理水平的途径。In recent years, China has entered the peak period of oil and gas pipeline construction, oil and gas transmission equivalent increases year by year, new construction pipelines have not yet entered the mature operation period. At the same time, the early stage construction of Northeast crude oil pipeline has entered the aging stage. The pipeline safety management problem we are facing is unprecedented severe. This paper thoroughly analyses the current situation and influencing factors of safety management of oil and gas pipelines in China. By comparing with the safety management of developed countries abroad, it finds out our shortcomings and explores effective ways to improve the safety management level of oil and gas pipelines in China. In this paper, some suggestions for improvement are put forward, which only represent personal views.
