“一带一路”建设中境外中资企业恐怖主义风险与应对研究

摘　　要："一带一路"倡议的提出,对沿线国家的和平与发展起着重要的推动作用。但"一带一路"建设面临挑战,部分沿线国家作为恐怖主义高风险国,长期遭受恐怖主义威胁,这为服务"一带一路"建设的境外中资企业带来了风险。基于境外中资企业在投资设施、企业员工问题上面临双重恐怖主义风险,应从寻求专门指导、合理研判风险,重视涉恐信息攫取、阶段进行安全评估,树立员工反恐意识、加强防范设施建设,建立反恐预警机制、强化防暴安全训练等方面构建"一带一路"建设中恐怖主义风险的体系化应对机制。The proposal of"the Belt and Road"initiative has a positive effect on the peace and development for countries along the route. However"the Belt and Road"construction is also facing challenges from terrorist threatening for a long time, eapecially for the countries along the route. It has brought risks to overseas Chinese-invested enterprises who are contributing to the construction of"the Belt and Road". In fact overseas Chinese enterprises face double risks from terrorism in investment facilities and employees. Therefore, overseas Chinese enterprises should search for special training, judge risks, pay attention to collecting terrorism-related information, and conduct safety assessments by stages. At the same time, more actions should be taken such as obtaining anti-terrorism awareness, strengthening facilities construction for prevention, establishing counter-terrorism alarming system, and improving anti-riot safety training.
