摘　　要：党的十九大报告提出高质量发展的目标,高质量发展意味着经济发展除了要稳步增长以外,还要以绿色发展、创新发展及可持续发展等为基本要义。政府作为重要的投资主体,数万亿元政府投资对高质量发展目标的实现起着不可或缺的作用。政府投资的区域不平衡和部门不平衡、对营利性项目投入过多挤占民营企业空间、投资项目管理粗放等问题,导致政府投资效率不高。为实现高质量发展目标,应建立政府投资范围定期评估调整机制,不断优化政府投资方向和结构;严格控制政府投资资金的预算约束,强化投资资金管理和监督;加强政府投资项目跟踪审计,提高项目投资运行效率;建立政府投资项目库,加强信息公开和共享。The Nineteenth National Congress put forward the new goal of "high quality" development of China’s economy. High-quality economic development means that economic development requires not only steady growth, but also green development, innovative development and sustainable development. Under this goal, the government, as the main investor of society, plays an indispensable role in the development of high-quality economy. However, the current government investment varies greatly in different industries, different regions and different statistical calibers, which leads to the imbalance of investment and insufficient investment efficiency. The implementation of the Regulations on Government Investment puts forward norms and constraints on the scope, mode and behavior of government investment. In order to achieve the goal of high-quality economic development, government investment should also establish regular evaluation and adjustment mechanism of the scope of government investment, constantly optimize the direction and structure of government investment;strictly control the budget constraints of government investment funds, strengthen the management and supervision of investment funds;strengthen the follow-up audit of government investment projects and improve the efficiency of project investment operation;establish a database of government investment projects to enhance information disclosure and sharing.
