摘  要:人才的有序流动与合理配置,是实现人力资本深度融通、社会智力结构不断优化、人才红利充分释放的核心和关键。"双一流"建设对于人才流动和配置具有天然的虹吸效应,高薪酬高待遇更加剧了高校高层次人才的无序流动,由此给高等教育资源均衡布局和高等教育事业稳定发展带来不利影响。面对现行高校重金"挖人"的竞争怪状和高校高层次人才流动失控的现实情况,加强高校高层次人才流动的契约化管理,成为规范高层次人才有序流动,引导人才市场良性健康发展的有力工具。应以高校高层次人才的范围、聘用合同的性质界定为基础,重新定性高层次人才与高校之间的人事聘用关系,以期借助契约范式缓解高层次人才无序流动的现实困境。The orderly flow and reasonable allocation of talents are the core and key to realize the deep integration of human capital, the continuous optimization of social intelligence structure, and the full release of talent dividend. The construction of "Double First-Class" in colleges and universities has a natural siphon effect on the flow and allocation of talents. High salary treatment aggravate the disorderly flow of high-level talents in colleges and universities, which brings a negative impact on the balanced distribution of higher education resources and the stable development of higher education. In the face of the current situation of the abnormal competition of "recruiting talents" and the out-of-control situation of high-level talents flow in colleges and universities, strengthening the contractual management of high-level talents flow in colleges and universities has become a powerful tool to regulate the orderly flow of high-level talents and guide the healthy development of the talent market. Based on the scope of high-level talents and the definition of the nature of employment contract,the employment relationship between high-level talents and universities should be redefined so as to alleviate the real dilemma of disordered flow of high-level talents with the help of contract paradigm.
