摘　　要：从行政区划的角度对城市的分类进行研究,对于优化我国城市体系,分类制定调控政策具有重要意义。文章从行政区划相关法律法规规定和行政区划管理实践的视角构建了建制市分类体系。在系统梳理1978-2018年县级以上行政区划调整事项和历年城市行政区划设置情况的基础上,将改革开放以来我国建制市分类体系和各类建制市设置演变划分为四个阶段:1978-1985年的分类体系规范化阶段、1986-1997年的大规模调整阶段、1998-2009年的停滞阶段、2010年至今的恢复调整阶段。从与国家经济社会发展方针政策的关联性、逐步规范化、转向以行政级别划分为主等方面,总结了建制市分类和各类建制市发展演变规律,对改革城市行政区划体制,提升城市治理能力和治理水平具有一定指导意义。It is of great significance to examine the classification of cities from the perspective of administrative divisions in order to optimize the urban system and formulate regulatory policies. This paper describes the classification system of cities based on relevant laws and regulations of administrative divisions and the practice of administrative division management. After conducting a systematic review of all the administrative division adjustment above county level and the establishment of cities between 1978 and 2018, this paper describes the four-stage-evolution of the classification system of cities and their characteristics since the reform and opening-up, which is the stage of standardization of city classification system(1978-1985), the stage of large-scale adjustment of the establishment of cities(1986-1997), the stagnation stage of the establishment of cities(1998-2009), and the stage of recovery and adjustment of all kinds of cities(2000-present). From the view of management practice, the characteristics of all kinds of formed cities are elaborated according to regional divisions, the subordinate relationship, and administrative levels. This paper explores and concludes the classification of cities and the law of development and evolution of various cities from the aspects of relevance,standardization, legalization, the change of administrative rank, etc. with the national economic and social development strategy. This paper has guiding significance for the reform of urban administrative division system and the improvement of the ability and level of urban governance.
