浙江省小城镇特色成长的机制、障碍与路径——可持续发展的扩展模型及应用

摘　　要：关于城镇特色的思考与实践存在对象模式固化、动力机制钙化、发展路径硬化等问题。解决问题的关键在于将"特色"置于区域联动、动态复杂的发展系统中,重新思考其作用机理、障碍机制与成长路径。为此,以可持续发展为理论基础,提出适用于小城镇特色成长的扩展模型,据此构建评价指标体系;以浙江省申报全国特色小城镇的30个样本为例,发现特色作为城镇可持续发展的重要引擎,内化于经济增长的生产要素和过程环节,依托于社会和环境等外生力量的支撑;特色成长是内因,社会发展是主要外因,外因通过内因起作用;在此基础上,提出了两类不同区域城镇特色成长的差异化路径。As for thinking and practice of town characteristics, there are problems relating to ossification of object mode,calcification of dynamic mechanism and rigidification of development paths etc. In order to solve these problems, what counts is to add "characteristics" in the dynamic and complex development system of regional linkage and rethink its mechanism of action, barrier mechanism and growth path. On the theoretical basis of sustainable development, this paper put forward an extended model for characteristic growth of small towns to construct an assessment indicator system.Taking 30 samples of national characteristic towns reported by Zhejiang as examples, this paper found that as important engines of sustainable development of towns, characteristics were internalized in production factors and process links of economic growth and relied on exogenous power, such as societies and environments. Characteristic growth was the internal cause, while social development was the external cause, where the external cause took effect via the internal cause. On this basis, it proposed two types of differentiation paths with different characteristic growth of regional towns.
