摘　　要：深入理解和实现党的十九大报告提出的"全面建成覆盖全民、城乡统筹、权责清晰、保障适度、可持续的多层次社会保障体系"中关于权责清晰的要求,是一个有现实意义的命题。本文从理论上分析了权责清晰的内涵,论述了权责清晰对于建成全民医疗保障体系的重要性,并从完善法律、理顺体制、健全问责、创新方式等方面提出了实现医保体系权责清晰的具体建议。It is a practical proposition to understand and realize the requirements of clear rights and responsibilities put forward in the report of the 19 th National Congress of the Communist Party of China.This paper theoretically analyzes the connotation of clear rights and responsibilities,discusses the importance of clear rights and responsibilities for building a national healthcare security system,and puts forward specific suggestions from the aspects of improving the law,rationalizing the system,improving accountability and innovation.
