新型城镇化与乡村振兴推进中的逆城镇化对接机制

摘　　要：逆城镇化作为一种回流机制,在一定程度上弥补乡村发展过程中资金、人才、技术的不足,是促进城乡融合发展的有力支持。当前新型城镇化和乡村振兴战略同步实施过程中,政策体系已明确逆城镇化。对于平衡区域资源的重要意义,战略推进进程中已形成了一批潜在逆城镇化群体,但乡村地区面临的产业发展基础薄弱、产业承载能力低、治理机制僵化、文化隔阂严重等问题影响了对逆城镇化群体的有效接纳。实现逆城镇化的有效对接,需要以乡镇为重要建设单元,坚持顶层设计,实施主动对接,明确以制度稳定区域发展愿望和决心;要坚持新型城镇化与乡村振兴“双轮驱动”,促进产业发展,提升区域人口及产业综合承载力;要打造产业、生态和城乡交流平台,打通外来要素流入通道;要坚持多元共治体系建设,营造文化交融、居家创业和谐有序新环境。As a reflux mechanism the counter-urbanization can make up for the shortage of funds,talents and technology in the process of rural development to a certain extent,and it is a powerful support to promote the integration of urban and rural development.In the process of synchronous implementation of the strategy of new urbanization and rural revitalization,the policy system has made clear the importance of anti-urbanization for balancing regional resources.A number of the potenial anti-urbanization groups have been formed in the process of strategic promotion,but the rural areas are facing weak industrial development foundation,low industrial carrying capacity and the rigid governance mechanism.The problems of urbanization and the cultural estrangement affect the effective acceptance of anti-urbanization groups.To realize the effective docking of counter-urbanization,we need to take villages and towns as the important construction unit,adhere to top-level design,implement active docking,and make clear the desire and determination to stabilize regional development by the system.We should adhere to the“two-wheel drive”of new urbanization and rural revitalization,promote industrial development,and enhance the comprehensive carrying capacity of regional population and industry.We should build platforms for industrial,ecological and urban-rural exchanges,open channels for the inflow of foreign elements,adhere to the construction of a multi-governance system,and create a harmonious and orderly new environment for cultural integration and home-based entrepreneurship.
