政府主导下的自治嵌入——农村公共体育服务多元治理模式构建研究

摘　　要：运用文献资料与逻辑分析方法,对农村公共体育服务的多元治理模式进行了研究。目前我国农民体育需求不断提高且呈现出多元化特点,管理模式的低效与失位决定着农村公共体育服务治理模式改革优化的必然。在明确政府主导和自治嵌入内涵的基础上,分析了农村公共体育服务中政府主导与自治嵌入多元治理模式的构建路径。在理念建构层面,应坚守和强化公共性;在主体建构层面,政府要强化核心领导角色,村镇要扮演好政府-村民的衔接者角色,村民要强化治理主体地位;在机制建构层面:要形成政府、自治组织和村民之间的合作、竞争与制衡;在场域建构层面,要形成农村公共体育服务治理的网络化链接。Using the methods of literature and logic analysis,the multiple governance model of rural public sports services is studied.At present,the demand for peasant sports in China is constantly improving and exhibiting diversified characteristics.The inefficiency and dislocation of management models determine the necessity of the reform and optimization of rural public sports service governance models.On the basis of clarifying the connotation of government-led and autonomous embedding,this paper analyzes the construction path of government-led way and autonomous embedded multiple governance model in rural public sports service.At the level of idea construction,publicity should be adhered to and strengthened;at the level of subject construction,the government should strengthen the core leadership role,the villages and towns should play the role of connecting the government and villagers,and the villagers should strengthen the status of governance subject;at the level of mechanism construction,cooperation,competition and checks and balances between the government,autonomous organizations and villagers should be formed;at the level of the construction of the field,it is necessary to form a networked link to the management of rural public sports services.
