从藩属体系到民族国家体系:“中国-周边”政治秩序的近代转型

摘　　要：藩属体系形成于秦汉时期“二元天下”的疆域结构基础上,它是规范中原王朝与周边族群政权关系秩序的古典政治体系。这一体系基于“天下观”“服事制”“夷夏观”等思想理念之上,维系着古代“中国-周边”政治秩序的动态平衡。西方资本主义列强的崛起改变了整个世界的政治格局,他们以“扭曲”的威斯特伐利亚体系替代了东亚地区传统的“藩属体系”。这种建立在“不平等条约”基础上的殖民体系打破了东亚地区原有的动态平衡,一部分藩属国逐步沦为殖民地,并最终成为独立的民族国家。中华民族作为重塑中华的重要载体,也是建立中华现代国家、跻身世界政治舞台的基石。新中国的成立,标志着中国结束了一百多年被侵略被奴役的屈辱历史,实现了民族解放与自我救赎,成为独立自主的现代民族国家。The vassal system was formed on the basis of the territory structure of“binary world”in Qin and Han Dynasties.It was a classical political system to regulate the order of the relationship between the Central Plains Dynasty and the surrounding ethnic groups.This system is based on the ideas of“views of under heaven”,“service system”and“Yixia outlook”,and maintains the dynamic balance of the ancient“China—periphery”political order.However,the rise of Western capitalist powers has changed the political structure of the whole world.They have replaced the traditional vassal system of East Asia with the“distorted”Westphalia System.This colonial system,based on the unequal treaties,broke the original dynamic balance in East Asia.Some of the vassal states gradually became colonies and eventually became independent nation states.As an important carrier of reshaping China,the Chinese nation is also the cornerstone of building a modern China and stepping into the world political arena.The founding of new China marks the end of China’s humiliating history of being invaded and enslaved for more than 100 years,the realization of national liberation and self salvation,and the emergence of an independent modern national state.
