全域旅游的边界约束条件及其政策启示

摘　　要：全域旅游就是统筹发展规划、利用和拓展资源、创新丰富产品、持续改进管理、协调产业发展、实现利益共赢等多方面工作的协作与配合。发展全域旅游是一个美好愿景和新的旅游发展理念,旅游资源、资本投入、管理制度、经济与社会发展水平、区域发展愿景、时间维度等约束条件共同界定着全域旅游的"生产可能性(生产可能线)"边界并决定着旅游产业在不同时间和空间区域的发展状态。不同区域发展基础或起点不同,各种约束条件随时间推移均可能发生改变,由此决定了践行全域旅游理念的过程中必须尽可能满足若干客观要求。促进全域旅游发展,需要制定适当的政策体系。The whole field tourism is the cooperation of many aspects such as overall development planning,utilization and expansion of resources,innovation and enrichment of products,continuous improvement of management,coordination of industrial development,and realization of win-win benefits.It is a beautiful vision and a new concept of tourism development.Tourism resources,capital input,management system,economic and social development level,regional development visionaries and time dimension have been restraining the"production possibility(production possibility line)"of the whole field tourism and determining the development status of tourism industry at different time and in different regions.Different regions have different development bases,and various constraints may change over time,therefore,it is decided that some objective requirements must be met as far as possible in the process of practicing the concept of the whole field tourism.To promote the development of the whole field tourism,it is necessary to formulate appropriate policy system.
