二元结构下地方协同育人组织资金运行研究

摘　　要：地方协同育人组织存在“父子博弈”和“兄弟博弈”的二元结构,中央政府和地方政府追求目标的差异和矛盾导致当前地方协同育人组织资金运行效率较低,主要表现为地方协同育人项目配套资金落实困难,以及中央拨付资金的分配和流动缺乏层次性。政府应该加强对地方配套资金实行契约化管理、利用地方协同育人组织的层次分配资金。There is a dualistic structure of“father-son game”and“brother game”in local collaborative education organizations.The differences and contradictions between the central government and local government in pursuit of goals lead to the low efficiency of fund operation of local collaborative education organizations,which is mainly manifested in the difficulties in implementing supporting funds for local cooperative education projects and the lack of gradation in the distribution and flow of funds allocated by the central government.The government should strengthen the contractual management of local supporting funds and make use of the gradation of local collaborative education orga-nizations to allocate funds.
