摘　　要：采用文献资料法,在“推进国家治理体系和治理能力现代化”的背景下,对治理与体育治理概念进行梳理,探讨体育治理主体的结构困境与实现路径。研究认为:政府部门力不从心,导致体育资源调节失序;市场企业力浅待育,导致体育资源配置失衡;社会组织力弱难济,导致体育资源调动失能,是体育治理体系所遇到的现实问题。因此,需要重构体育政府权能,为多元主体腾挪空间;有序体育市场参与,为多元主体重塑关系;扶持体育社会力量,为多元主体建立格局,从而发挥体育资源配置的最佳效应,最终形成多元共治的体育善治格局。充分调动多元力量参与体育治理,从而形成横纵向网络模式,使体育治理在目标差异、责权划分、利益分配中形成一种平等、协商、合作和参与的共治局面,为体育治理良性发展铺平道路。By using the method of literature,under the background of"promoting the modernization of national governance system and governance ability",this paper sorts out the concepts of governance and sports governance,and probes into the structural dilemma and realization path of sports governance subject.The research shows that:the government departments are unable to do their best,which leads to the disorder of sports resources regulation;the market enterprises are not strong enough to be educated,which leads to the imbalance of sports resources allocation;the social organization is weak,which leads to the disability of sports resources mobilization,which is the practical problem encountered by the sports governance system.Therefore,it is necessary to reconstruct the power of sports government to make room for multiple subjects;orderly sports market participation to reshape the relationship between multiple subjects;support sports social forces to establish a pattern for multiple subjects,so as to play the best effect of sports resource allocation,and finally form a pattern of good sports governance with multiple co governance.Fully mobilize multiple forces to participate in sports governance,so as to form a horizontal and vertical network mode,so that sports governance can form a co governance situation of equality,consultation,cooperation and participation in the goal difference,division of responsibilities and rights,and benefit distribution,and pave the way for the sound development of sports governance.
