摘　　要：使用世界经济论坛2014年和2016年《全球贸易促进报告》的数据,从通关费用、时间、清关程序效率和海关透明度四个方面衡量"一带一路"沿线国家的进口通关环境,考察对中国产品出口的影响。结果发现,通关环境不同指标的改善对中国产品出口的影响具有差异性,即通关费用和时间的改善抑制了中国产品出口,清关程序效率和海关透明度的改善促进了中国产品出口。经过初步分析,发现通关费用和时间的减少抑制中国产品出口的原因为,进口国通关环境改善面向的是所有出口国,世界其他国家出口的增加挤出了中国出口。还进一步从产品、国家和进口依存度方面做了异质性分析。Using the World Economic Forum’s 2014 and 2016 Global Enabling Trade Report data,we measure the import customs clearance environment of"the Belt and Road"countries from four aspects:customs clearance fees,time,efficiency of the clearance process and custom transparency,and examine its impact on China’s product level export.The result show that different indicators of customs clearance environment have different effects on China’s product exports,that is,the improvement of fees and time has inhibited the export of China’s products,and the improvement of efficiency and transperancy has promoted the export of China’s products.After preliminary analysis,it was found that the reason for the reduction of fees and time curbing China’s exports is that the improvement of customs clearance environment is faced to all exporting countries,and the increase in export of other countries has squeezed out China’s export.Futher,the paper also analyzes heterogeneity in terms of products,country and import dependence.
