新形势下疾病预防控制中心在职业病防治工作中的职能和定位

摘　　要：《中华人民共和国职业病防治法》(简称《职业病防治法》)4次修正后在职业卫生监管职能分工、建设项目职业病防护设施“三同时”审批制度、用人单位主体责任、职业病诊断程序、职业病救助等方面做了较大调整,进一步明确和理顺了各相关部门在职业病防治工作中的监管职责。近年来各级疾病预防控制(疾控)中心职业病防治工作内容也不断调整,工作职责变的不够清晰、发挥作用不够明显。各级疾控中心应该结合当前职业健康监管职责调整和职业病防治工作面临的新形势,紧紧抓住能力建设,积极承担职业病防治工作技术支撑体系职能,开展重点职业病危害监测、职业病和职业人群健康信息管理、职业健康教育与健康促进工作。发挥自身专业优势,明确定位,充分体现职业卫生工作的社会价值,为保护劳动者的职业健康做出贡献。The"Occupational Disease Prevention and Control Law of the People's Republic of China"(referred to as the"Occupational Disease Prevention and Control Law")was amended four times and have made major adjustments in the division of occupational health supervision functions,"Three simultaneous"approval system for occupational disease prevention facilities in construction projects,employer's main responsibility,the process of occupational disease diagnosis,and occupational disease assistance,so as to further clarity and rationalize the supervisory duties of relevant departments in the prevention and treatment of occupational diseases.In recent years,the centers for disease control and prevention(CDCs)at all levels have also been continuously adjusted,the job responsibilities are not clear enough,and the role of the CDCs is not obvious enough at the same time.The CDCs should combine the adjustment of current occupational health supervision duties and the new situation of occupational diseases prevention,improve capacity building closely,undertake the technical support system function of occupational disease prevention and control actively,and carry out monitoring of key occupational hazards,management of health information for occupational diseases and occupational groups,occupational health education and health promotion.The CDCs should give full play to its professional advantages,clearly define its position,fully reflect the social value of occupational health work,and make greater contributions to the protection of laborers'occupational health.
