数字资源采购变迁下的循证采购模式研究

摘　　要：20世纪末21世纪初,馆藏建设由纸质资源向电子资源转换,传统采购扩展为纸电采访并行。由于对流通率的积极影响,需求驱动采购(DDA)和用户驱动采购(PDA)在采购市场上逐步占据一席之地。面对持续增长的预算压力,市场双方针对采购模式开始了新的探索与实践,从按需采购到循证采购,经历了一个迅速转变。循证采购是一种新兴的数字资源采购模式,既实现了用户需求及馆员素养之间的平衡,同时也实现了图书馆与出版商之间利益的平衡。通过国际循证采购案例实践分析可以发现,循证采购模式的全生命周期包括需求调研、方案商谈、资源揭示与推广、参考用量的多维评估及决策、用户需求的积极引导等方面。除此以外,图书馆还应重视采访馆员预算编制的专业培训、谈判技巧的适用、基于需求满足的技术创新,以及标准化建设的推进作用。From the end of 20th century to the early 21st century, the collection development shifted constantly from print resources to electronic resources, thus the library traditional acquisition shifted to a status of print and electricity acquisition in parallel. DDA and PDA gradually took a place in the market due to the positive impact on the circulation rate. Facing the continuous growth of the budget pressure, both the supply and demand sides of the market began to explore new procurement mode. A rapid transformation took place from demand-driven acquisition to evidence-based acquisition. Evidence-based acquisition is a new digital resource procurement model, which not only keeps the balance between user needs and librarians’ capacity, but also keeps the balance between the interests of libraries and publishers. Through analysis of international evidence-based acquisition cases, we found the whole life cycle including demand research, scheme negotiation, resource disclosure and promotion, multidimensional evaluation index and decision-making, and active guidance of user demands and so on. In addition, the library should also pay attention to the professional training of librarian’s skill of budget planning, negotiation, as well as technical innovation based on the demand satisfaction, and the promotion of the standardization construction.
