摘 要:我国建立公共资源交易制度以来,很大程度上实现了公共资源交易的便利化与公开化,有效的提高了交易效率。与此同时,随着改革的进一步推进,由地方改革经验所形成的三类公共资源交易监管机制都遇到了诸多现实困境,如分散管理模式所面临的协调议事机构定位难题、部门监管模式的部门利益冲突问题、统一监管模式下公共资源管理部门的合法性问题等。在将来的改革中,应该更多地考量公共资源交易制度设计初衷、全面实施绩效管理时代背景、国家机构改革趋势以及域外先进经验等因素,及时出台相关国家层面的法律法规,将公共资源交易中心纳入行政主体范畴,对公共资源交易全面实施绩效管理。Since the establishment of public resources trading system in China,it has realized the convenience and openness of public resources trading,and effectively improved the transaction efficiency.At the same time,with the further advancement of reform,the three types of public resources trading supervision mechanism formed by local reform experience have encountered many practical difficulties,such as the difficult problem of coordinating deliberative organs positioning in decentralized management mode,the conflict of interests of departments under Department supervision,and the legitimacy of public resources management departments under unified supervision mode.In the future reform,we should consider more factors such as the original intention of the design of public resources trading system,the background of implementing performance management in an all-round way,the trend of the reform of state institutions and the advanced experience abroad.Prompt enactment of relevant laws and regulations at the national level,put the public resource trading center into the administrative subject category.Comprehensively implement performance management for public resource transactions.
