农民的发展能力与乡村美好生活——以乡村振兴为视角

摘　　要：一般来说,发展能力的贫困是制约人们过上良善和美好生活的影响因素之一。我国农村一部分群众之所以深陷贫困,其内在原因之一恰恰是他们发展能力的贫困。这是横卧在他们走向富裕和过上美好生活之路上的重大障碍。因此,乡村振兴迫切需要农民发展能力的提升,而乡村振兴的重要目的之一,就是为了使农民不断提升自己的发展能力,也即创造美好生活的能力,最终使所有农民彻底告别贫困,步入美好、幸福生活的康庄大道。这是乡村振兴伦理价值和人性光辉的体现。在乡村振兴进程中,围绕提升农民发展能力和创造乡村美好生活,应着力处理好以下几种关系:农业农村整体现代化与农民个体现代化的关系,扩大对农村经济科技投入与增加农民人力资本投资的关系,强化政府公共服务与调动农民积极性创造性的关系,促进农村经济增长与维护农民生态幸福的关系,共享乡村振兴成果与营造农村健康文化环境的关系,城市与乡村同步发展、共创美好生活的关系。Generally speaking,poverty of development ability is one of the factors that prevent people from living a good life.One of the internal reasons why some rural people in China are deeply impoverished is precisely their poor ability to develop.This is a major obstacle on their way to prosperity and better life.Therefore,rural revitalization urgently needs the improvement of farmers’development ability.And one of the major objectives of rural revitalization is to help farmers to constantly improve their development ability,the ability to create a better life.All the farmers will eventually bid farewell to poverty and step into a prosperous and happy life.In the process of rural revitalization,focusing on improving farmers’development ability and creating a better life in the countryside,we should deal with the following relationships:the relationship between the overall modernization of agriculture and rural areas and the individual modernization of farmers,the relationship between expanding investment in rural economy,science and technology and increasing investment in human capital of farmers,the relationship between strengthening government public service and mobilizing farmers’enthusiasm and creativity,the relationship between Promoting Rural Economic Growth and Maintaining Farmers’ecological happiness,the relationship between sharing the achievements of Rural Revitalization and building a healthy cultural environment in rural areas,and the relationship between city and rural development and co-creating a better life.
