摘　　要：河流保护已成为国际性趋势,并且愈加注重恢复河流的自然状态,以发挥其生态系统服务。在简要介绍美国《野生与风景河流法》的基本内容、列入程序及保护管理措施的基础上,分析了中国河流保护管理体系的现状及问题,指出中国对河流的自然生态与风景价值的认知和系统保护还存在显著不足与缺失,最后结合中国秦巴山脉及三江源国家公园区域河流案例,通过分析其价值特征与存在问题,提出构建具有中国特色的自然风景河流保护体系的初步建议。River protection has increasingly been an international trend and the restoration of natural flow status of rivers has obtained more attentions to achieve its ecosystem service.After briefly introducing the contents,nomination process and protection and management measures of the Wild and Scenic River Act of USA,this paper mainly analyzes Chinese rivers’current situations and problems,and points out the obvious insufficiency of the recognition of rivers’ecological and scenic values in existing river protection system of China.Finally,this paper proposes the initial suggestions on the establishment of Chinese natural and scenic rivers protection system based on two cases studies of rivers’values and problems in Qinba Mountains and Three-River-Source National Park in western China.
