摘　　要：资源环境承载能力和国土空间开发适宜性评价(简称“双评价”)是国土空间规划编制的前提与基础。本文基于清华规划团队全程参与双评价研究攻关与技术指南编制的工作实践,对国土空间规划中双评价的地位和作用、文化保护空间与文化保护重要性评价、新型地理计算模式在双评价中的应用等关键问题进行了探索与总结。结合国土空间规划实践,提出市县层面双评价、陆海空间双评价的统筹衔接融合以及双评价的差异化要求和引导等方面有待进一步深入研究的问题。The evaluation on the resource and environment carrying capacity as well as the territorial and spatial development suitability(“dual-evaluation”for short)is the prerequisite and basis for the preparation of territorial and spatial planning.Based on the experience of the Tsinghua planning team through participating in both the dual-evaluation research and the technical guide formulation,this paper explores and summarizes the key issues including the status and role of dual-evaluation in territorial and spatial planning,the evaluation on the space and significance of cultural conservation,and the application of new geographic computing models in dual-evaluation.Combined with the territorial and spatial planning practice,the paper points out the issues that need further research,such as coordination of dualevaluation at prefectural and county levels,integration of dual-evaluation of land and sea space,and differentiated requirements and guidance as required by dual-evaluation..
