摘  要:随着中国实现2020年全面小康目标的历史性时刻临近,中国的国土空间规划也即将迈入新的篇章。日本作为全亚洲最早开始实行国土综合开发的国家,其在战后的70多年时间里将日本从满目疮痍建设为世界公认的环境良好型国家,其国土空间开发的成就有目共睹。本文重点从日本国土综合开发规划的历史沿革、日本国土现状与发展方向以及日本土地分类的特点与作用三方面,分析与总结日本国土规划和土地开发从基本政策的制定到具体方法的落实过程中的经验教训,并以福冈县作为日本城市规划的佐证实例。通过对日本的国土空间规划的研究或期为中国新时期的国土空间开发之路的开拓略尽绵薄之力。With the approaching of the historic moment for China to achieve the goal of a well-off society in 2020,China’s territorial and spatial planning will soon enter a new chapter.Japan,as first country in Asia to begin land comprehensive development planning,has built itself from a devastated country into a world-recognized country with good conditions in the more than 70 years after the war.Its achievements in territorial and spatial development are obvious to all.This paper focuses on the historical evolution of Japan’s land development planning,status quo and development direction as well as characteristics and functions of Japanese land classification.It analyzes and summarizes Japan's national planning and land development experience and lessons from the formulation of basic policies to the implementation of specific methods in Japan,and takes Fukuoka Prefecture as an example of Japanese urban planning.Through the research on Japanese territorial and spatial planning,it is expected to be used as a reference for China’s territorial and spatial planning.
