摘　　要：本文介绍了我国入境旅客携带物检疫工作现状,同时对澳大利亚、新西兰、美国、加拿大4国入境旅客携带物检疫工作基本情况进行了梳理。本文针对我国目前旅客携带物检疫存在的问题,提出了完善我国旅客检疫行政处罚制度、加大信息公开力度、提升执法人员综合素质、健全检疫法规标准体系、加强风险分析、加快检疫工作信息化建设、筑牢“三道防线”国门生物安全管理模式,持续完善安全防控体系的建议,为发展与完善我国入境旅客携带物检疫工作提供参考。This study introduced the situation on port-entry inspection and quarantine of passenger’s baggage in China.The basic information of port-entry inspection and quarantine in Australia,New Zealand,USA and Canada were also studied.According to current problems in port-entry inspection and quarantine of passenger’s baggage currently,some suggestions were supposed,such as improving the administrative monetary penalties,increasing the transparency of government work,strengthening quarantine officers’professional skills,making sound quarantine regulations and standard systems,enhancing risk assessment,accelerating the development of big data approach in quarantine and establishing the national biosecurity management pattern with three controlling lines,so as to develop and improve port-entry inspection and quarantine of passenger’s baggage in China.
