摘　　要：高校“双一流”建设工作不仅要对教学科研进行提升和转型,还要配套管理制度,深化体制机制改革。目标管理责任制,是实现高等学校精细化、绩效化管理的手段之一,是创建一流大学的重要支撑。从目标管理责任制的理论出发,结合具体实例,对其体系结构和指标内容进行研究。Construction of Double-fist-class Colleges and Universities should not only improve and change the teaching and scientific research work,but build supporting management system and deepen the reform of institutional mechanism.Target Management Responsibility System is one method to realize fine and performance management,which is an important support to build first-class colleges and universities.This paper starts from the theory of Target Management Responsibility System;combine with concrete example to study the architecture and indicator content.
